Background

The Verkhneteshsky coal mine (Верхнетешский разрез) is a proposed surface coal mine in Kemerovo Region, Russia. The license for the Verkhneteshsky coal mine was owned by SibAnthracite Kuzbass. SibAnthracite was acquired by A-Property in 2021.[6] Following the completion of the sale transaction, in 2022 A-Property consolidated the coal assets of Sibanthracite Group and A-Property under the new management company Elga-Sibanthracite (ELSI).[7]

The mine is designed to produce 5 million tonnes per annum. A full range of exploration work has been completed at the proposed mine site, according to the Russian 'Programme for Coal Industry Development up to 2035' from June 2020.[8] The start of the operations was planned already in 2020, according to the Programme.[8]

The location of the mine is near Kiyzassky coal mine which will allow the mine to use the existing transportation infrastructure.[9]

Public hearing was conducted in 2019 where more than 200 residents were present and expressed their concerns about the proximity of the mine to the settlements and destruction of the flora in the area. Despite their concerns, the project was 'given a green light'.[10]

In July 2021, the project received an approval from the Federal review service 'Glavgosekspertiza'.[11] In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[12] The project was not considered Shelved as it received approval in 2021 and the construction status was not known.

It was announced in November 2022 that the coal mine has become operational.[13] Produced thermal coal is planned to be exported, this is despite continuing difficulties to transport coal in the Eastern direction due to infrastructure limitations.[13] The mine produced 0.126 million tonnes in the short operating period in 2022 and plans to produce 1 million tonnes in 2023.[14]

According to the licence develop the Verkhneteshsky mine, ELSI has undertaken the conservation of the Anzherskoye mine, located in the Kuzbass town of Anzhero-Sudzhensk. Liquidation work began in 2020 and will continue until 2025.[14]
