Background
The Vlissingen (Flushing) Port Coal Terminal is a dry bulk terminal on the Kaloothaven in the Vlissingen-Oost port area of North Sea Port, in the municipality of Borsele, Zeeland, Netherlands. It is operated by OVET B.V., whose parent company, OVET Holding, is owned by Oxbow (50.1%) and HES International (49.9%).[2][3] OVET, founded in Terneuzen in 1957, set up at the Kaloothaven in the late 1980s to supply coal to the new Borssele coal-fired power station.[4] When that plant opened in 1987, it burned about 850,000 tonnes of coal a year, imported from Australia and the United States. The coal was unloaded by floating cranes in the Kaloothaven and carried by conveyor to the plant.[5]
The terminal has a 1,000-metre quay and can take Capesize vessels up to 310 metres long with a maximum draft of 16.8 metres. It has about 1.85 million tonnes of open storage and a rail siding.[6][7] A coal train-loading station, able to load 1,500 tonnes an hour, opened in July 2013.[8] The site was expanded to 34 hectares in 2019. OVET's two terminals at Vlissingen and Terneuzen together have an annual handling throughput of up to 11 million tonnes.[9] In 2011 the two terminals handled 11.4 million tonnes, about 75% of it solid fuels such as coal and coke.[10]
The Borssele coal plant closed on 24 November 2015 under the Dutch Energy Agreement.[11] Its closure cost OVET about 800,000 tonnes of coal a year.[4] By 2019 OVET's handling of thermal coal for power stations had fallen to zero. The company still handles process coal for the steel and silicon industries, especially ArcelorMittal Gent, and has expanded into other dry bulk cargoes. Its two terminals handled a record 12 million tonnes in 2019.[12] No coal throughput figures for the terminal have been published since then. Across North Sea Port, coal throughput fell in the first nine months of 2025.[13]
