Background

The Belpahar coal mine is operated by Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India, producing 7.51 million tonnes per annum, in the Ib Valley coalfield in Odisha state, India.[5] [6]

MCL has proposed integrating the mine with two of its other operations to form the Integrated Belpahar-Lakhanpur-Lilari Project. The Belpahar coal mine is a part of the Ib Valley coal mines, owned by Mahanadi Coalfields Limited (a subsidiary of state-owned Coal India).[7]

On 2 January 2015, the mine was granted an expansion to increase its maximum production capacity from 6 MTPA to 9 MTPA.

In 2020, MCL submitted a request to extend the validity of the mine's Environmental Clearance (EC), arguing that their earlier estimation of coal reserves had been underestimated and additional extractable reserves still remained. On 15 January 2021, the (MoEFFC) granted approval to extend the mine's life until 2023.[8]

In 2022, MCL submitted yet another request to extend the validity of the mine's EC, reasoning that the mine had not extracted its maximum coal capacity between 2018 to 2022 resulting in a 6.52 MTPA extraction shortfall. This proposal, which sought to increase the Belpahar mine's life by one year (that is, until 2024) was granted approval in February 2023.[9]
