Background

The Cheremshansky coal mine (Черемшанский разрез) is a surface coal mine in Kemerovo Oblast, Russia. The mine is owned by Kuzbass Fuel Company (Kuzbasskaya Toplivnaya Company JSC, or KTK). In December 2022, Omega LLC acquired 99.66% in KTK from Millfast Trading Limited, Kilton Overseas Limited and Daenia Holdings Limited, the transaction was approved by the Russian President, Vladimir Putin. This is part of Russia's response to nationalise energy companies previously held in foreign jurisdictions.

The mine is sometimes referred to as part of Vinogradovsky coal mine. 2020 operations were suspended due to the pandemic with production at only 89 thousand tonnes, 2021 production at Cheremshansky mine was 0.9 million tonnes. In 2022 production was similar at 0.99 million tonnes and 1.1 million tonnes in 2023. The mine produced 2 thousand tonnes of coal in 2024 and 1.097 million tonnes in 2023.

Expansion Project

The expansion of the mine's capacity to 5.5 Mt by 2021 was mentioned in the 'Programme for Coal Industry Development up to 2035' released in June 2020.

The expansion project was considered Shelved given no news on the project and significantly lower production numbers in the recent years. As of April 2025, with no news on the project, the expansion was considered cancelled.

Safety Inspections and Regulatory Violations

In March 2025, Russia’s Federal Service for Environmental, Technological, and Nuclear Supervision (Rostechnadzor) conducted an unscheduled inspection at several coal mines operated by Kuzbass Fuel Company, including the Cheremshansky coal mine. The inspection identified a total of 54 violations of industrial safety requirements across the company’s operations. The violations included deviations from approved mine development documentation, shortcomings in engineering-geological and hydrogeological assessments, non-compliant operation of haul roads and mining equipment, and breaches of manufacturer operating requirements for technical devices and haulage machinery. As a result, administrative protocols were issued, including temporary bans on certain types of mining activities at Karakansky-South Coal Mine operated by the company. The company reported that a portion of the violations had been remedied during the inspection, with corrective actions continuing for the remaining issues.

Methane Plumes Detected Nearby

Global Energy Monitor researchers analyze satellite-detected methane plumes in order to determine whether they have been observed at or near the site of GEM energy assets. The satellite data provider creates imagery of individual methane plumes and estimates their emission rates at the time of observation. GEM has reviewed many of these plume detections against Google Earth imagery and GEM’s own energy infrastructure tracker data.
