Background
The Karakansky South coal mine (Караканский Южный разрез) is a surface coal mine in Kemerovo Oblast, Russia. The mine is owned and operated by a branch of Kuzbass Fuel Company (Kuzbasskaya Toplivnaya Company JSC, or KTK). In December 2022, Omega LLC acquired 99.66% in KTK from Millfast Trading Limited, Kilton Overseas Limited and Daenia Holdings Limited, the transaction was approved by the Russian President, Vladimir Putin.[9] This was part of Russia's response to nationalise energy companies previously held in foreign jurisdictions.[10]
KTK also operates Vinogradovsky coal mine, Cheremshansky coal mine, Bryansky coal mine, Listvyanichny coal mine in close proximity.[11]
The Karakansky-South mine was commissioned in 2000 with initial capacity of 1.7 million tonnes per annum. After receiving the licenses for the sections Karakansky South -1 and Karakansky South-2, the capacity increased to 3 million tonnes.[12]
Based on KTK's 2022 annual report, the Bryansky section is now referred to as part of the Karakansky South coal mine with joint capacity of 4 million tonnes.[13] Production is now reported only for Karakansky-South coal mine[13], presumably jointly with the Bryansky. Previously Bryansky and Karakansky South were reported separately.[14][15]
The mine produced 5.08 million tonns of coal in 2021, 4.23 million tonns in 2022, 3.95 million tonns in 2023 and 3.79 million tonns in 2024.[16][17]
Safety Inspections and Regulatory Violations
In 2021, 44 safety violations were recorded at the mine and its operations were suspended for 60 days.[18]
In March 2025, Russia’s Federal Service for Environmental, Technological, and Nuclear Supervision (Rostechnadzor) conducted an unscheduled inspection at several coal mines operated by Kuzbass Fuel Company, including the Karakansky-South coal mine. The inspection identified a total of 54 violations of industrial safety requirements across the company’s operations. The violations included deviations from approved mine development documentation, shortcomings in engineering-geological and hydrogeological assessments, non-compliant operation of haul roads and mining equipment, and breaches of manufacturer operating requirements for technical devices and haulage machinery. As a result, administrative protocols were issued, including temporary bans on certain types of mining activities at Karakansky-South coal mine operated by the company. The company reported that a portion of the violations had been remedied during the inspection, with corrective actions continuing for the remaining issues.[19]
