In May 2009 Ukrainian business group SCM Holdings/Metinvest purchased United Coal for an estimated $1 billion. Metinvest is an international, vertically integrated mining and steel group of companies, comprising 23 industrial companies leading the mining and steel industry of Ukraine and the Commonwealth of Independent States. According to one legal analysis, partnerships, LLCs, or individuals with foreign ownership may not be able to hold federal coal leases; however, "there are ... some ways to structure around this limitation."[2]
