Background

In 2010, Sichuan-Shanghai Gas Pipeline Jiangxi Branch began operating, bringing the natural gas into the province through pipeline for the first time in the history.[1] By the end of 2020, the total gas pipeine mileage in Jiangxi reached 2657 kilometers, including both the segments of the national level trunk lines in the province and the provincial pipeline network.[2]

According to the provincial 14th Five-Year-Plan on Energy Sector, the province plans to reach 5000 kilometers of gas pipeline mileage by 2025, including 1500 kilometers of national network and 3400 kilometers of provincial network. [2]

Sichuan–Shanghai Gas Pipeline, West-East Gas Pipeline 2, West-East Gas Pipeline 3 and ongoing Xinjiang Coal-to-Gas Pipeline Project laid foundation for Jiangxi Provincial gas pipeline network. The branches of West-East Gas Pipeline 2 are the first layer of the provincial gas pipeline network, including:

Jiangxi Provincial gas pipeline network began initial construction in 2008, and consists of two central phases of development.[3] The phases are distinguished by the area that they cover, as well as the source of the natural gas. Phase I sources from Sinopec's Sichuan-Shanghai Gas Pipeline (川气东送输气管线) and Phase II from PetroChina's West-East Gas Pipeline 2 and West-East Gas Pipeline 3.[4][5] When completed, the network will exceed 2,000 kilometers and provide natural gas to the majority of Jiangxi's 11 districts and 70 counties.[4]

Phase 1 was developed by Jiangxi Natural Gas Pipeline Co.,Ltd.江西省天然气管道有限公司, a joint venture of Jiangxi Investment Group and Sinopec. This phase was mainly completed between 2009-2010 and consists of 6 trunk pipelines and forms a rim network surrounding Poyang Lake - China's largest freshwater lake. In total, Phase I is 870 kilometers, and consists of 10 gas transmission stations, with a total designed capacity of 5.7 billion cubic meters per year.[6]

While Phase I continues to add new branches in northern Jiangxi, Phase II was proposed in the southern part of Jiangxi. The total length of Phase II is planned to reach 852 kilometers and will cover 10 cities and 50 counties. Of the 852 kilometer total, 332 kilometers will be sourced from West-East Gas Pipeline 2, and 520 kilometers will be from West-East Gas Pipeline 3. The pressure is designed for 6.3 MPa, and the total investment for Phase II is 4.04 billion RMB.[7]

In May 2021, Jiangxi Province announced the expansion of the Jiangxi Natural Gas Pipeline Network, with over 30 additional natural gas pipelines to begin construction in the following years.[8] Jiangxi Natural Gas Pipeline Network also received a loan of 2.76 billion RMB (equal to 400 million USD) from The New Development Bank. A total domestic loan of 63.69 billion RMB was also announced, funded by the provincial finance department (20 billion RMB), the China Development Bank (11.7 billion RMB), and the Agricultural Bank of China (323.5 million RMB), amongst others.
