The Tuticorin NCB-II Coal Terminal is an operating common-user coal berth at V.O. Chidambaranar Port in Thoothukudi, Tamil Nadu, India. It is also known as the Tuticorin Coal Terminal.
Location
NCB-II is located alongside the northern breakwater, immediately adjacent to VOC Port NCB-I Coal Terminal.
Background
In September 2010, V.O. Chidambaranar Port signed a concession agreement with Tuticorin Coal Terminal Private Limited, a venture associated with ABG Infralogistics and Louis Dreyfus Armateurs, to develop NCB-II under a design-build-finance-operate-transfer arrangement.[1]
The berth was designed principally for thermal and industrial coal. It is approximately 306 metres long, has a permissible draft of approximately 14 metres and can accommodate vessels of around 80,000 DWT.[2]
Construction experienced lengthy delays. Tuticorin Coal Terminal began interim operations on January 5, 2018. Port planning documents identify the terminal's designed coal-handling capacity as approximately 7 mtpa.[3]
Tuticorin Coal Terminal Private Limited entered insolvency proceedings in 2020. The berth nevertheless continued operating, with coal handled conventionally using mobile harbour cranes and other equipment. APSEZ sought permission in 2025 to submit a resolution plan for the insolvent concessionaire, but the proceeding did not by itself transfer ownership or operation of the terminal to APSEZ.[4]
