Background

Kuznetsky Yuzhny Coal Mine (разрез Кузнецкий Южный) is a surface mine near Chuvashka, Kemerovo Oblast, Russia.

Razrez Kuznetsky Yuzhny LLC owns and operates the surface mine. It used to be owned by several companies and private individuals, but in September 2023 it was acquired by A-Property.[5] A-Property already owns bordering Kiyzassky coal mine and Verkhneteshsky coal mine.[6]

By 2022 the construction of Phase 1 of the project was completed and the first phase with capacity of 3 million tonnes launched.[7] The second phase is an increase of capacity to 5 million tonnes per annum.[7][8]

The company also planned to build a processing facility by 2025.[9] As the permit for the construction of the coal loading station was was revoked, coal from Kuznetskiy Yuzhny began to be sold to Kuzbassrazrezugol Coal Company JSC with delivery to Kaltansky coal mine with its own loading station (located to the west of Kuznetskiy Yuzhny). In order to obtain a more premium product in such conditions, Kuznetskiy Yuzhny announced plans to build a processing facility in March 2022.[5] As of 2022, coal was sold to Kuzbassrazrezugol, delivered by a technical road to Kaltansky coal mine.[9]

By February 2022 the mine has already produced 2 million tonnes.[10]

In August 2022 it was reported by media that production at several mines in Kuzbass has been suspended, including at Kuznetsky Yuzhny coal mine. This was due to insufficient railway infrastructure in the Eastern direction.[11] As of October 2022, the mine was still referred to as having suspended operations.[12][13]

In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[14] Given this announcement and the reference to production suspension in August 2022, the expansion project was considered Shelved.

In March 2023, the State Technical Supervisory Board (Rostechnadzor) recorded multiple violations at the mine: surface mining operations are carried out in violation of the design documentation and the mining development plan for 2023, there is no open-pit drainage, the staffing of employees is not ensured, the operation of technical devices in a technically defective state is allowed without proper control by engineering and technical staff. Some of the violations were eliminated during the inspection.[15] Based on this update it appeared that the mine was operating again, as of October 2023.

There was limited news on the coal mine since 2023. In May 2024 it was reported that the company was under sanctions, among several other entities of Sibanthracite group.[16] However the coal mine appeared to be operating in 2024.[17][18]
