Background

Inaglinskiy Surface Coal Mine (Участок открытых горных работ Инаглинский) is a surface mine in Sakha Republic, Russia. In 2025, the Inaglinsky Surface Coal Mine received the name Chulmakansky open-pit mine (разрез «Чульмаканский»).[17] The Inaglinsky coal mine is operated by GOK Inaglinskiy JSC, which is owned by Kolmar. It is part of the Inaglinsky Mining Complex (Инаглинский ГОК) which also includes Inaglinsky-1 coal mine and Inaglinsky-2 coal mine.

Construction of the Inaglinsky surface coal mine started in 2014, its current capacity is 2 million tonnes per annum.[18]

The Inaglinsky-1 washing plant opened in 2016.[18] The Inaglinsky-2 washing plant was commissioned in 2020.[19]

Over January-June 2022, the Inaglinsky Mining Complex (currently consisting of the the Inaglinsky Surface coal mine and Inaglinsky-1 coal mine) produced 3.4 million tonnes, this is almost double compared to the volumes over the same period in 2021.[20] Over 10 months of 2022, the surface mine Inaglinsky produced 1.1 million tonnes, 3% higher than in 2021.[21]

In 2025, a feasibility study for permanent mining conditions was completed, and 41 million tonnes of additional open-pit coal reserves were added, increasing total open-pit reserves to approximately 85 million tonnes.[17]

Inaglinsky Complex

The strategy of Kolmar is to expand the mining complex. Construction of the underground Inaglinsky-1 coal mine was completed in 2020.[19] Construction of the Phase 2 of the underground mine (Inaglinsky-2 coal mine) is under way.

Coal from the Inaglinsky mining complex is exported via the VaninoTransUgol coal terminal, which is owned by Kolmar and began operating in 2020.[19] The terminal, together with the mines and the washing plant, completes the creation of the unified production and logistics complex. Coal exports are targeted at the Asian Pacific region, in particular at China and Japan. About 70% of coking coal shipments are to China.[19]

In 2025, Kolmar’s total coal production amounted to 10.4 million tonnes across its two mining complexes — Inaglinsky and Denisovsky (comprises Denisovsky Central Coal Mine, Denisovsky Vostochny Coal Mine and Denisovsky Surface Coal Mine).[22]

Coal Mine Boundaries and Methane Sources

Global Energy Monitor researchers have identified coal mine boundary/boundaries and potential sources of coal mine methane (CMM) for this mine. These research results can be used to drive CMM attribution and mitigation efforts, particularly when combined with remotely sensed methane plume locations and mine ownership data. Explore the results with the embedded map at the top of this page by clicking on the mine boundary polygon or the CMM placemarkers to reveal more details. A detailed description of this research can be found in Coal Mine Boundaries and Methane Sources. This data is also available as a downloadable companion dataset to the Global Coal Mine Tracker and the Global Methane Emitters Tracker.

The license ЯКУ 04565 ТЭ was issued on November 30, 2015, and is valid until December 25, 2026. The license ЯКУ 04564 ТЭ was issued on November 30, 2015, and is valid until June 1, 2025.The license ЯКУ 04639 ТЭ was issued on April 22, 2016, and is valid until April 30, 2041. The license ЯКУ 05093 ТЭ was issued on September 28, 2016, and is valid until February 24, 2032. License issuance and expiration dates were identified through the Rosnedra license registry, “Register of Subsoil Use Licenses as of January 1, 2024” («Реестр лицензий по состоянию на 01.01.2024 г.»), https://www.archive.org/details/register-of-subsoil-use-licenses-as-of-january-1-2024.The boundary for license ЯКУ 04565 ТЭ was extracted from the NedraExpert portal at https://web.archive.org/web/20251223182237/https://www.nedraexpert.ru/license/135788?ysclid=mjiwunfser782625186. The boundary for license ЯКУ 05093 ТЭ was extracted from the NedraExpert portal at <url>. Polygon boundaries for subsoil licenses ЯКУ 04564 ТЭ and ЯКУ 04639 ТЭ were georeferenced using the Preliminary Environmental Assessment of the Proposed Adjustment to the Inaglinskaya Coal Mine Construction Project («Предварительная экологическая оценка намечаемой корректировки проекта строительства угольной шахты «Инаглинская»), page 94, https://www.archive.org/details/inaglinskaya-coal-mine, 2021. The resulting mine boundary represents the outer perimeter of these four adjacent license areas. The approximate area of the resulting boundary is 170 square km.

M0798.P1 The Inaglinsky-1 plant, referred to in EIA documentation as a "mining and processing plant" (see under "Данные планируемой (намечаемой) хозяйственной и иной деятельности," available here: https://web.archive.org/web/20251009181707/https://o-v-o-s.ru/14/20305 "Корректировка проекта строительства шахты «Инаглинская» АО «ГОК «Инаглинский»," ОВОС: общественные слушания, acessed: October 9, 2025), was identified in a map of the Inaglinsky coal mine and processing complex, available on Kolmar's website (see the linked map titled "Карта объектов" or "Map of objects" in English, which is a general map of Kolmar's mining activities in and around the Chulmakan coal deposit: https://web.archive.org/web/20250923210932/https://www.kolmar.ru/activity/maps/. "Карта объектов," Kolmar, accessed: October 9, 2025). According to Kolmar's website description of the Inaglinsky-1 plant (available by clicking and expanding "ОФ «Инаглинская-1»" on the above map, or here directly: https://web.archive.org/web/20250923210950/https://www.kolmar.ru/activity/maps/of-inaglinskaya-1/ "ОФ «Инаглинская-1»," Kolmar, accessed: Oct. 9, 2025), the processing plant handles raw materials from the complex's open-pit mining operations. For this reason, the Inaglinsky-1 plant was presumed to be more closely associated with the Inaglinsky Surface Coal Mine (GEM ID: M0798), rather than the underground mining operations of the same coal complex (such as Inaglinsky Coal Mine 1, GEM ID: M1265).
