In April 2010 the Australian Bureau of Agricultural and Resource Economics (ABARE) released its Minerals and energy: Major development projects listing. The list includes details of major coal mines and coal seam gas projects proposed or under construction around Australia.[1]

Coal mines under construction or under consideration

New South Wales

  • the Blakefield South mine is being developed by Xstrata Coal and Nippon Steel. The mine is located 16 km south-west of Singleton. The commissioning date is 2010 and is projected to cost $375 million.
  • the Boggabri coal mine expansion is being developed by Boggabri Coal Pty Limited, a wholly owned subsidiary of Idemitsu Australia Resources Pty Ltd. The project is located 17 km north-east of Boggabri in New South Wales. The project is expected to be commissioned in 2013 and produce an additional 2.8 million tonnes of thermal coal. The project is projected to cost $150m and employ 150 people during construction and 500 when operating. See also [1]
  • Mangoola Coal mine (Anvil Hill opencut) is being developed by Xstrata Coal is located 20 km south-west of Muswellbrook. The project is under construction and will be commissioned in 2010. The project is projected to produce 9 million tonnes of thermal coal. The project is projected to cost $1 billion and employ 400 people during construction and 300 when operating.
  • the Metropolitan Coal Project is a proposed expansion of the Metropolitan Colliery owned by Peabody Energy. The mine is located 30 km north of Wollongong. The expansion would produce an additional 1 million tonnes per annum and cost $70 million and employ 50 people during construction. (See also [2] and [3]).
  • the Moolarben Coal Project stage 1 is a project being developed by Yancoal Australia. The project is located near Mudgee. It is currently under construction with the open cut mine expoected to be commissioned in 2010 and the underground mine in 2012 and produce 8 million tonnes and 4 million tonnes respectively of thermal coal. The projected cost if $405 million including for the coal preparation plant. The project will employ 220 people during construction and 300 when operating. (See also [4] and [5]).
  • Mount Arthur Coal mine opencut (MAC20) is owned and operated by Hunter Valley Energy Coal, a wholly owned subsidiary of BHP Billiton. The project is located 5 km south-west of Muswellbrook. The expansion of the project is currently under construction and projected to be commissioned in 2011. The expansion will produce 3.5 million tonnes of thermal coal and cost approximately $295 million. The project is expected to employ 190 people when operating.
  • Narrabri North mine (stage 1) is proposed by Whitehaven Coal. The project is located 20 km south east of Narrabri. The project is currently under construction and due to be commissioned in 2010. The mine will produce 1.5 million tonnes of thermal coal and cost $227 to construct. It is projected that the mine will employ 80 people during construction and 100 when operating.
  • Austar coal mine underground (Stage 3) is a project being developed by Yancoal Australia. The mine is located 6 km south west of Cessnock. The project, which is an expansion of an existing mine, has received government planning approval and is expected to be commissioned in 2012-13. The mine will produce 3.6 million tonnes of hard coking coal. The project will cost $80m to construct and will employ 60 people during construction and 275 when operating. (See [6])
  • Bickham Coal Project was a project being proposed by the Bickham Coal Company. The proposed mine is located 20 km north of Scone. An Environmental Impact Statement on the project is currently being prepared. The project is expected to be commissioned in 2011. The project would produce 2 million tonnes of thermal coal and cost $50-100 million to build. The project would employ 60 people during construction and 100 when operating.
  • Drayton South mine is a project being developed by Anglo Coal Australia to replace the Drayton mine. The mine is located 13 km south of Muswellbrook. A feasibility study is currently being undertaken on the proposed expansion. The expansion would produce 2.5 million tonnes of thermal coal. The project would cost $35 million to construct and employ 59 people when operating.(See [7]).
  • Duralie mine extension project is being developed by Gloucester Coal. The mine is located 20 km south of Stratford. The expansion, which is currently the subject of a feasibility study, would produce 1.2 million tonnes a year of thermal coal and cost $55 million to construct. The project would employ 135 people when operating. (See [8]).
  • Hunter Valley Operations Expansion is a project being developed by Rio Tinto Coal Australia. The mine is located 24 km N of Singleton. The proposed expansion has received government approval and will be commissioned in 2011. The project will produce 3.6 million tonnes of semi-soft coking and thermal coal. The project will cost $130 million to build.
  • Maules Creek coal project is a project being proposed by Aston Resources. The mine is located 360 km north-west of Newscastle. The project, which is currently the subject of a feasibility study, would produce 12 million tonnes of thermal coal a year and cost $600 million to construct.
  • Moolarben Coal Mine (stage 2)is a project being developed by Yancoal Australia. The mine is located near Mudgee. An Environmental Impact Statement is currently being prepared on the proposed expansion. The project would produce 12 million tonnes of thermal coal from an open cut mine and up to another 4 million tonnes from an underground mine. The project is projected to cost $120 million and employ 122 people during construction. (See [9]).
  • Mount Arthur North underground is a project being developed by BHP Billiton. The mine is located 5 km south-west of Muswellbrook. The project has received government approvals and is expected to be commissioned in 2011. The mine will produce 8 million tonnes of thermal coal and cost $320 million to construct. The project is projected to employ 250 people when operating. (See [10]).
  • Mount Pleasant Project is a project being developed by Rio Tinto Coal Australia. The mine is located 6 km north-west of Muswellbrook. The project, which was subject to a feasibility study, has been put on hold until 2013. The project would produce 10.5 million tonnes of thermal coal a year and cost $1.3 billion to construct. The project would employ 700 during construction and 340 when operating.
  • Narrabri North mine (stage 2) is a project being developed by Whitehaven Coal. The mine is located 20 km SE of Narrabri. The expansion, which is currently subject to a feasibility study, is expected to be commissioned in 2011 and produce 4.5 million tonnes per annum of thermal coal. The project would cost $300 million to construct and employ 80 people during construction and 65 when operating. (See [11]).
  • NRE No. 1 Colliery is a project being developed by Gujarat NRE Australia. The mine is located 8 km N of Wollongong. The expansion, is currently the subject of a feasibility study, is expected to produce 2 million tonnes per annum of coal and cost $250 million to construct. The mine is projected to employ 65 people during construction and 350 when operating. (See [12]).
  • NRE No. 1 Colliery (preliminary works project) is a project being developed by Gujarat NRE Australia. The mine is located 8 km N of Wollongong. The proposed expansion, which is awaiting government approval, would cost $114 million to construct and employ 13 people during construction.
  • Ravensworth North is a project being developed by Xstrata Coal. The mine is located 18 km north-west of Singleton. The expansion, which is currently the subject of a feasibility study, is expected to produce 9.9 million tonnes per annum of coal and cost $900 million to build. The project is expected to be commissioned in 2013 and employ 550 people during construction.
  • Saddler's Creek mine underground and opencut is a project being developed by Anglo Coal Australia. The mine is located 15 km SW of Muswellbrook. The project, which is currently the subject of a feasibility study, is expected to produce 2 million tonnes per annum of thermal coal.
  • South East Open Cut Project is a project being developed by Yancoal Australia. The mine is located 14 km north-west of Singleton. The expansion, which is currently the subject of a feasibility study, is expected to produce 2.4 million tonnes per annum of thermal coal and cost $83 million to build. The project is projected to employ 100 people during construction and 160 when operating. (See [13]).
  • Ulan West is a project being developed by Xstrata Coal. The mine is located near Mudgee. The expansion, which is currently the subject of a feasibility study, is expected to be commissioned in 2012. The project will cost $500 million to build and employ 800 people during construction and 435 when operating.
  • Wallarah 2 Coal Project is a project being developed by Korea Resources Corp / Sojitz Corp. The mine is located north-west of Wyong. The project, which has completed an Environmental Impact Statement, is projected to be commissioned in 2013 and produce 5 million tonnes per annum of thermal coal. The project is projected to cost $700 million and employ 300 people when operating. (See [14]).
  • Warkworth Extension is a project being developed by Coal & Allied. The mine is located 15 km south-west of Singleton. The expansion, which is currently the subject of a feasibility study, would cost $500-600 million to construct and employ 148 people when operating.
  • Wongawilli Colliery is a project being developed by Gujarat NRE Australia. The mine is located 12 km west of Port Kembla. The expansion, which is currently the subject of a feasibility study, would cost $62 million. It would employ 15 people during construction and 250 when operating.

Queensland

  • Cameby Downs mine is a project proposed by Syntech Resources. The project is lcoated 100 km north-east of Dalby. The project is currently under construction with the first coal expected to be produced in July 2010. The project is projected to produce 1.4 million tonnes of thermal coal per annum and cost $250m to construct. The project is projected to employ 100 during operation. (See [15]).
  • Clermont mine is an opencut project proposed by Rio Tinto Coal Australia. The project, which is located 11 km N of Clermont, is currently under construction and due to be commissioned in 2010. The project will produce 12.2 million tonnes per annum of thermal coal and is aimed at replacing the production from the Blair Athol mine. The project is projected to cost US$1.3b (A$1.5b)and employ 400 people during construction and 380 during operation.
  • Curragh Mine expansion is a project proposed by Wesfarmers Curragh. The project, which is located 200 km west of Rockhampton, is currently under construction and due to be commissioned in 2011. The project is designed to lift coal production from the mine to 8.5 million tonnes of coal.[16]. The project will cost $286 million to construct. (See [17]).
  • Integrated Isaac Plains Project is a proposed expansion of the current Isaac Plains mine. The project is proposed by Aquila Resources / Vale. The project is located 180 km south-west of Mackay The project is under construction and will be commissioned in 2010. The project will produce 1.6 million tonnes per annum of coking and thermal coal. The expansion will cost $86 million and employ 100 people during construction and 40 when operating. (See [18]).
  • Kestrel mine is a project proposed by Rio Tinto Coal Australia. The project, which is located 51 km north-east of Emerald, is an expansion of the existing Kestrel mine and is due to be commissioned in 2012. The expansion would produce 1.7 million tonnes per annum of coking coal and US$991m (A$1.1b) to construct.
  • Middlemount mine is a project proposed by Macarthur Coal / Noble Group. The project is located 6 kilometres south-west of Middlemount. The project is currently under construction and scheduled to be commissioned in 2011. The project will producer 1.8 million tonnes of coking coal and cost $70m to construct. The project will employ 160 people during construction and 80 when operating. (See [19]).
  • Alpha Coal Project is a project proposed by Hancock Coal. The project is located 120 km south-west of Clermont. The project, which is currently the subject of a feasibility study, would produce 30 million tonnes of thermal coal per annum. The total cost of the mine, port and rail facilities for the project have been estimated to be $7.5 billion. The project would employ 2500 during construction and 1600 during operation. (See [20]).
  • Belvedere Coal Project is a project proposed by Aquila Resources /Vale. The project is located 160 km west of Gladstone. A pre-feasibility study on the project has been completed and a notional commissioning date set at 2016. The project, which would produce 7 million tonnes of hard coking coal, would cost $2.8 billion to construct. The project would employ 500 during construction. (See [21].
  • Byerwen Coal Project is a project proposed by QCoal / JFE Steel Corporation. The project is located 100 km south of Collinsville. A feasibility study on the project is currently being undertaken, The notional commissioning date of the project is 2012. The project would produce 10 million tonnes of coal a year. (See [22]).
  • Caval Ridge Project, an expansion of the Peak Downs mine, is a project proposed by BHP Billiton Mitsubishi Alliance (BMA). The project is located 20 km south-west of Moranbah. An Environmental Impact Statement has been completed. The notional commissioning date for the mine expansion is 2013. The project would produce 5.5 million tonnes of coking coal and employ 1200 people during construction and 500 when operating. (See [23]).
  • Galilee Coal Project, which has also been named the China First project, a proposal by Waratah Coal for a new export coal mine. The project is located 450 km west of Rockhampton. The project has yet to be approved by the Queensland government. The project would produce up to 40 million tonnes per annum of thermal coal and cost $7.5 billion to build. The project would 6000 people during construction and 1500 when operating. (See [24]).
  • Codrilla Mine Project is a project proposed by Macarthur Coal. The project is located 62 km south-east of Moranbah. An Environmental Impact Statement is currently being prepared. The mine is projected to produce 3.2 million tonnes of PCI and thermal coal per annum. (See [25]).
  • Daunia coal project is a project proposed by BHP Billiton Mitsubishi Alliance (BMA). The project, which is located 25 km south-east of Moranbah, has received government approval and is expected to be commissioned in 2011. The project will produce 4 million tonnes of coking coal per annum. The project will employ 450 people during construction and 300 when operating.
  • Dawson South (stage 2) is a proposed expansion of the Dawson mine. The project proposed by Anglo Coal Australia / Mitsui. The project is located 15 km NW of Theodore. An Environmental Impact Statement is currently being prepared for the expansion. The project will produce 5–7 million tonnes per annum of thermal coal. (See [26]).
  • Drake Coal Project is a project proposed by Drake Coal. The project is located 17 km south of Collinsville. An Environmental Impact Statement is currently being prepared for the project. The project, which has a commissioning date of 2012, is projected to produce 6 million tonnes of coal per annum.
  • Eagle Downs Coal Project (Peak Downs East underground) is a project proposed by Aquila Resources / Bowen Central Coal Management. The project is located 20 km south-east of Moranbah. The project, which has a notional commissioning date of 2012, is projected to produce 4.6 million tonnes of coking coal per year. The project is projected to cost $988 million to construct. (See [27]).
  • Ellensfield Coal Mine Project is a project proposed by Nebo Central Coal/Vale. The project is located 175 km west of Mackay. An Environmental Impact Statement is currently being prepared for the project. The project will produce 4.5 million tonnes of thermal and coking coal. (See [28], [29] and [30]).
  • The Ensham board and pillar underground mine project is an expansion of the Ensham mine proposed by Ensham Resources. The project is located 40 km north-east of Emerald. The proposed expansion, which is subject to government approval, would produce 1.5 to 2.5 million tonnes of thermal coal per annum. The proposed commissioning date is 201. The estimated construction cost is $166 million and would employ 160 people during construction and 232 when operating.
  • Ensham Central Project is a proposed underground expansion of the Ensham mine and is proposed by Ensham Resources. The project is located 40 km north-east of Emerald. The notional commissioning date is 2017. The project is proposed to produce 8 million tonnes of thermal coal per annum and cost $1 billion to construct. The project is project to employ 50 people during the construction period and 143 when operating. (See [31]).
  • Goonyella Riverside Expansion is a proposed expansion of the Goonyella Riverside mine. The project, which is proposed by BHP Billiton Mitsubishi Alliance (BMA), is located 30 km north of Moranbah. The project, which is currently the subject of a prefeasibility study, would produce up to 9 Mt hard coking and employ 1200 people during construction and 750 when operating. (see [32]).
  • Grosvenor coal project is a proposed underground coal mine proposed by Anglo Coal Australia. The project, which is located 8 km north of Moranbah, is currently the subject of the feasibility study. The project, which has a notional commissioning date of 2013, would produce 4.3 million tonnes of hard coking coal. The project would cost $1.1 billion to construct and employ 1000 people during construction and 300 when operating. (See [33]).
  • Hail Creek mine expansion is a project proposed by Rio Tinto Coal Australia. The project is located 120 km south-west of Mackay. The project, which is currently subject to a prefeasibility study, has a notional commissioning date of 2011. The project would produce 2.5 million tonnes of hard coking coal.
  • Jellinbah East expansion is a project proposed by Jellinbah Resources. The project is located 90 km east of Emerald. The project, which is currently subject to a prefeasibility study, has a notional commissioning date of 2014. The project would produce 1-2 million tonnes per annum of coking coal and cost $50-100 million to construct. (See (http://www.jellinbah.com.au/]).
  • Kevin's Corner Project is a project proposed by Hancock Coal. The project is located in the Galilee Basin. The project is currently the subject of a feasibility study. The project is proposed to produce 30 million tonnes per annum and employ 2500 people in the construction phase. (See [34]).
  • Kunioon Coal Project is a project proposed by Tarong Energy. The project, which is located in Kingaroy, is currently on hold. It is proposed that it would produce 10 million tonnes of thermal coal. The project is estimated to cost $500 million to construct and employ 220 people during construction and 260 when operating.[See [35]).
  • Lake Vermont Coal Project is a project proposed by Jellinbah Resources. The project is located 60 Km south-east of Moranbah. The proposed mine, which is subject to a feasibility study, has a notional commissioning date of 2013. The project would produce 4 million tonnes a year of coal and cost $200 million to construct. The project would employ 1500 during construction and 100 when operating. (See [36]).
  • Middlemount mine (stage 2) is a project proposed by Macarthur Coal / Noble Group. The project is located 6 km south-west of Middlemount. The proposed expansion, on which an Environmental Impact Statement is being prepared, has a notional commissioning date of 2012. The project is proposed to produce 3.2 million tonnes per annum of coking coal. The project is estimated to cost $170m. (See [37]).
  • Millennium mine expansion is a project proposed by Peabody Energy. The project is located 22 km east of Morandah. The proposed expansion is currently the subject of a feasibility study. The project would be for approximately 2-3 million tonnes of coal per annum. (see [38]).
  • Monto coal mine (stage 1) is a project proposed by Burnett Coal/Macarthur Coal/China Huaneng Group. The project is located 120 km south of Gladstone. The project, which has been subject to a feasibility study, is proposed to produce 1.2 million tonnes of thermal coal a year and cost $35m to construct. (See [39]).
  • Monto coal mine (stage 2) is a project proposed by Burnett Coal/Macarthur Coal/China Huaneng Group. The project is located 120 km south of Gladstone. The proposed expansion of the project has been the subject of a prefeasibility study completed. The project is proposed to produce 10 million tonnes of coal per annum.
  • Moranbah South project is a project proposed by Anglo Coal Australia/Exxaro. The project is located 4 km south of Moranbah. The project, which is currently the subject of the pre-feasibility study, has a notional commissioning date of 2014. The project, which would produce 6.5 million tonnes of coking coal, would cost US$1b (A$1.1b)to construct. The project would employ 1200 people during construction. (See [40]).
  • New Acland mine (stage 4) is a project proposed by New Hope Coal. The project is located 150 km west of Brisbane. An Environmental Impact Statement on the project has been completed. The project will produce 5.2 million tonnes of thermal coal. (See [41]).
  • Olive Downs North mine is a project proposed by Macarthur Coal. The project, which is located 30 km south of Coppabella, is currently the subject of a feasibility study. The project has a notional commissioning date of 2011. The project will produce 1 million tonnes per annum. (See [42]).
  • Red Hill Coal Project is an underground mine project proposed by Aquila Resources. The project is located 45 km north of Moranbah. The project, which is currently subject to a prefeasibility study, has a notional commissioning date of 2014. The project will produce 2 million tonnes of PCI and thermal coal. (See [43]).
  • Sarum Coal Project is a project proposed by Xstrata Coal. The project is located 20 km south of Collinsville. The project, which is subject to a prefeasibility study, has a notional commissioning date of 2014. (See [44], [45].
  • Vermont East coal project/Wilunga coal project. (Note Macarthur Coal lists these deposits as two separate projects while ABARE lists them as being one project. Given the possible confusion, the company's nomencalture is preferred). ABARE lists these projects as being investigated by Macarthur Coal. The project is located 75 km north-east of Clermont. The project, which is subject of a prefeasibility study, is estimated to produce 4 million tonnes of coal. (See [46]).
  • Wandoan Coal Project opencut is proposed by Xstrata Coal/Itochu/Sumisho Coal. The project is located 60 km north of Miles. The project, which is currently the subject of a feasibility study, has a notional commissioning date of 2014. The project, which is projected to produce up to 30 million tonnes of thermal, is estimated to cost US$1.6b (A$1.8b). The project is projected to employ 1375 during construction and 844 when operating.
  • Washpool Hard Coking Coal Project is proposed by Aquila Resources. The project is located 260 km west of Rockhamption. The project, which is the subject of a feasibility study, has a notional commissioning date of 2012. It is estimated that the project will produce 1.6-2.0 million tonnes per annum of coking coal. The project is estimated to cost $402 million and employ 400 people during construction and 300 while operating.(See [47]).
  • Wilkie Creek mine expansion is a project proposed by Peabody Energy. The project is located 40 km west of Dalby. An Environmental Impact Statement is under way on the project, which has a notional commissioning date of 2013. The project is estimated to produce 7.7 million tonnes of thermal coal a year. (See [48]).
  • Winchester South coal project is a project proposed by Rio Tinto Coal Australia. The project is located 40 km south of Moranbah. The project, which is currently the subject of a prefeasibility study, is expected to produce 4 million tonnes of coking and thermal coal.
  • Wonbindi Project is proposed by Cockatoo Coal. The project is located 180 km west of Gladstone. The project, which is currently the subject of a pre-feasibility study, has a notional commissioning date of 2013. It is proposed that the project produce 3 million tonnes per annum of PCI and thermal coal. (See [49]).
  • Woori Coal Mine is a project proposed by Cockatoo Coal. The project is located 19 km south of Wandoan. The project, which is the subject of a feasibility study, has a notional commissioning date of 2013. It is estimated that the mine would produce 3-4 million tonnes of thermal coal per annum. Coal seam gas projects

  • Talinga Coal Seam gas project Stage 2 is proposed by Australia Pacific LNG (APLNG), a 50:50 joint venture between Origin Energy and ConocoPhillips. The project is located 160 km E of Roma, in Queensland. The Stage 2 expansion project is currently under construction will be commissioned in 2010 with the aim of delivering 33PJ per annum. The projected capital cost of the project is $260m.
  • Camden Gas Project stage 2 (coal seam gas) is proposed by AGL. The project is located near Camden in New South Wales. The project is an expansion of the existing project and has been granted planning approval. It is projected to provide 12 PJ per annum and cost $35m to build. It is projected to employ 35 people during construction and 3 when operating.
  • Camden Gas Project stage 3 (coal seam gas) is proposed by AGL. The project is located near Camden in New South Wales. The project is an expansion of the existing project with planning approval currently being sought. The project is projected to cost $100m and employ 60 people during construction and 10 when operating.
  • Casino project is proposed by Metgasco. The project is located near Casino in New South Wales. A feasibility study into the project is currently under way. The project is projected to provide 18 PJ per annum and employ 150 people during construction and 100 when operating.
  • Gloucester Coal Seam gas project is proposed by AGL. The project is located in the Hunter Valley in New South Wales. A feasibility study is under way on the project and is expected to be completed in 2010. The project is expected to provide 15-25 PJ per annum and cost $200 million to build. The project is expected to employ between 100-150 people during construction and 30-40 when operating.
  • Surat Gas Project is proposed by Arrow Energy, The project is located in the Surat Basin in Queensland. An Environmental Impact Statement is currently being undertaken. The notional commissioning date is 2012. The project is expected to provide 62 PJ per annum. Employment data is not available.
  • Walloon coal seam gas field is proposed by the BG Group. The project is located 80 km N of Roma in Queensland. A feasibility study is currently being undertaken. The notional commissioning date for the project is 2013. It is expected that the project will provide 190 PJ per annum and cost $230 million to construct.
